3291849 - Unit of measure value being set when field is saved blank

Symptom

When user adds one time payment for an employee and leave the field "unit-of-measure" blank it is being set to the value "Hours" by default. 

There are no business rules setting the value for the field and it is a non-mandatory field so it should remain blank.
