3291858 - Business Rule is comparing picklist optionID rather than comparing with the Picklist value / external code value

• the Business rule is comparing with the YesNo Picklist option ID rather than comparing with the Picklist value / external code value.
• the rule fails every time due to system comparing with option ID for YesNo picklist so the boolean output is always "False"

This may be related to the feature launched in 2H 2022 described in the following help guide: Stable Transport and Import of Business Rules | SAP Help Portal 

→   Once the rules are migrated to this stable status, they will start to use the external code of picklist values instead of the option IDs.

Under Check Tool > Migration > verify if "Rules are technically stable for transport and import. (RuleTransportStabilization)" is pending. If so, please proceed with migrating them to resolve the issue.
