According to standard product behavior for projects, members manually added to a Project Owner group from a template’s Team tab aren't inherited by any projects created from that template. Manually adding members to the Project Owner group for a template grants those users Project Owner rights for that template only. Typically, you would need to assign users to membership in the project owner group using buyer categories (the user matrix).
