3292250 - Attribute 'avail_cpu_num' could not be set because '1' is an invalid value - SAP ASE

Symptom

Creating a new ASE server while installing SAP ASE may fail due the following errors on Windows.

Calling the shell with 'C:\SAP\SYSAM-2_0\bin\cpuinfo.exe '.
Calling the shell with '-1073741515 = return code.'.
The available CPU number should be between '1' and '0'.
Attribute 'avail_cpu_num' could not be set because '1' is an invalid value.
Cannot execute configuration because validation of input values failed.
