3293423 - Rule works in New Hire data review step but not in Personal data collection step

As per the set rule(Refer Screenshot):

Expected behaviour: On changing the 'Country' value under National Id Portlet, the National Id Card type should auto-populate in both NHDR and PDC.

Observed behaviour: On changing the 'Country' value under National Id Portlet, the National Id Card type is set and auto-populates in NHDR.But in PDC, no value is set for National Id Card Type.

The External User Visibility of the custom object is set to no.

This can be checked as follows:

1)Go to Manage Data> Select the custom object(In this example, 'Look Up Table For Country Attributes For Rules Defaulting' )

2)You will see that mdfSystemExternalUserVisibility is set to No

1) Go to External User Visibility Tool

2) Select Custom Object

3) Enter the custom object code> Run

Post this the rule should work in PDC as well.
