3293640 - Config file isn't updating

Symptom

After upgrading the cloud connector, the configuration changes do not appear in the scc_config.ini file. The cloud connector's ljs_trace.log is showing the following error message:


2022-12-07 12:44:56,986 -0600#WARN#com.sap.scc.config#https-jsse-nio2-8443-exec-29#          #Failed to save config file D:\SAP\scc20\scc_config\scc_config.ini
java.io.FileNotFoundException: D:\SAP\scc20\scc_config\scc_config.ini (Access is denied)
