3295381 - Checking out of a file in workbench fails with error 'checked out by other user' OR Syncing of a file fails with 'Error while sync of file <file name> to latest version'

On checking out a file in workbench gives an error as  'checked out by other user'

OR 

Syncing an existing file in workbench gives an error as 'Error while sync of file <file name> to latest version' error while sync of file resource checked out by others to latest version. 

Also in Netweaver logs, following exception is seen.
