The user being create might have the value for Assignment ID being used as ASSIGNMENT_ID_EXTERNAL value by some other user.

The solution is to either try updating this value to a different one for existing user to release this value or give the new user a different value for ASSIGNMENT_ID_EXTERNAL field.

For checking Assignment ID information in User Data File (UDF), make sure to uncheck configuration Exclude Assignment ID Column from the User Data Template from the "Platform Feature Settings" page. Then, ASSIGNMENT_ID_EXTERNAL will appear in UDF.

To re-active a user, make sure to give a different ASSIGNMENT_ID_EXTERNAL value for this user and check option Re-activate purged users in basic import job.
