3296188 - User cannot edit EP custom field for some users even permission is granted

User has been granted with edit permission for one EP custom field for all employees, however for some of the users this custom field is editable, and for some of the users, this custom field is non-editable.

SAP SuccessFactors Employee Central

1. Login as one admin user who has been granted with Edit permission for one EP custom field for all employees.
2. Go to user A's profile, admin can edit this custom field.
3. Go to user B's profile, admin can not edit this custom field.

1. There is a custom hris mapping between this custom field and EC hris element field.

2. For EC users, admin needs to change EC hris element field to trigger sync to EP custom field. So this EP custom field is non-editable.

3. For EP users who is not an EC user, admin can edit this EP custom field as hris mapping doesn't work for EP user/Non-EC user.

This is an expected behavior.
