3296585 - Settlement of Costs from previous years

When trying to settle costs of a project from a previous period, the message "Period XXX is closed in XXXX" is displayed.

This message is displayed as warning by default, therefore, if there are un-settled values in a previous fiscal year, those will be picked up already by the AuC settlement and can be settled in the current fiscal year. It is not necessary to reverse settlements of the current year and re-open and settle the previous fiscal year.
