3296928 - Personalization Mode Not Visible in SmartEdit

Symptom

When using the mode selector dropdown to access the Storefront in SmartEdit, the Personalization mode is not available. Below an example request resulted in a 403 error:

    https://backoffice.***-***-**-public.model-t.cc.commerce.ondemand.com/personalizationwebservices/v1/catalogs/electronics-spaContentCatalog/catalogVersions/Online/customizations?currentPage=0&pageSize=1
    Request Method:GET
    Status Code:403 Forbidden
