3297800 - How to unprotect a package in the database when it cannot be completed in the application

When trying to delete some packages under "Package Manager", it gives the error:
Cannot process package {XX - XXXX.XX - XX}. It is locked, protected or the user is not authorized.
If you right click the package, the 'Unprotect' option is available, but if you try to unprotect the package, it gives another error:

Failed to save one or more objects of type 'Package data'. Filed to save one or more objects of type 'Package data' in the database, Failed to run database query:'UPDATE ct_pack SET....'
