3298063 - Workflow system jobs have inconsistency status in SJOBREPO

Symptom

In SWU3, nodes for workflow system jobs have yellow lights.
In SJOBREPO, workflow system jobs (jobs starts with SAP_WORKFLOW*) have red lights for 'JD Status' and have 'Inconsistency' for 'JD Status Reason'.
In application log for Object JOB_ACTIVATION (transaction SWF_JOBREPO_SLG1), the information like the followings can be found (job names may differ in different systems):
- Start to generate job SAP_WORKFLOW_DEADLINE for job definition SAP_WORKFLOW_DEADLINE. (JOBREPO050)
- Relevance check starts for JD SAP_WORKFLOW_DEADLINE. (JOBREPO058)
- SAP_WORKFLOW_DEADLINE Event ID SAP_BWF_WIM_DEADLINE does not exist (JOBREPO056)
- Did not find scheduled background job for job definition SAP_WORKFLOW_DEADLINE. (JOBREPO071)
