3298552 - Background portlets edit permission

When granting Edit permission to the user, is possible to add a new record and create a new one.

Is not possible only to create a new one or only to edit the history.

1. Access the instance
2. Go to the user's profile
3. Navigate to the background block
4. See the pencil and the '+' button appears

Role Based Permission restriction.

This is expected behavior, the Edit permission grant to the user permission to create a new record or edit the existing one.

If you click on the pencil, it will be possible to see all the history.

If you click on the '+' it will not be possible to see all the history.

In case you want to reorder the fields, you can manage by the narrows on the right side of the row.
