3298966 - Installing 16.2.3/20.2/21.2/22.3 stops or gets stuck at step "Configure Database" in SAP Archiving and Document Access by OpenText

Symptom

When installing Archive Center 16.2.3/20.2 under Windows Server 2019 as operating system and Microsoft SQL Server 2019 as database. At the configuring database portion of the install . But at this step nothing happens, the installation does move forward, it gets stuck at step "Configure Database"
