3299706 - ICM cannot open client connections due to incorrect local_addr setting

Symptom

The ICM is unable to connect to remote hosts. The issue is not specific to a protocol (HTTP, HTTPS or SMTP).

Whenever the issue is simulated, the ICM trace file (dev_icm) shows the following trace entries:

[Thr nnn] *** ERROR => NiIBindSocket: SiBind failed for hdl 119/sock 32
    (SI_EADDR_NAVAIL/99; I4; ST; [IP address]:0) [nixxi.cpp    3908]
[Thr nnn] *** ERROR => NiIConnect: NiIBind failed (rc=-16) [nixxi.cpp    3309]
[Thr nnn] *** WARNING => Connect to [target host]:[target port] failed: NIEMYHOST_VERIFY(-16)
