Actions popover does not get closed with Esc key when all the items in the popover are in disabled state & not implemented as button menu.

1. Enable Screen Reader
2. Go to Recruiting -> Marketing -> Email Campaigns tab
3. Activate Actions ellipsis button
4. Now press Esc and observe
