3300649 - Error: Cannot connect to jdbc:sap://***:443 [Receive of connect failed] when connecting DP Agent to Datasphere

Symptom

When register the Data Provisioning Agent (DP Agent), it fails to connect to SAP Datasphere (DS), SAP Hana Cloud or other HANA system type.
