Validate that the Cost Center is filled in Master Data creation.

The Cost Center is located under the Time-Dependent Data (Manage Substitution and Validation Rules - For Asset Master Data). 

To validate the Cost Center is filled please review the below settings where Company Code set to "Equal to" operator, and Cost Center - set to "Is not empty" operator, meaning if the Cost Center in the Manage Fixed Assets app is left blank an error will be triggered.
