3306057 - SSL Error "Read from SSF_PSE_T failed with rc=64" after system upgrade

Symptom

After a system upgrade, the certificates in transaction STRUST are missing and missing PSE's. This is normally seen in the form of the error "Read from SSF_PSE_T failed with rc=64" in the dev_icm developer logs in the work directory.
