Cancel Billing Documents app (VF11) cannot be found on the S/4HANA Cloud Public Edition system even though the business role *billing_clerk or *internal_sales_rep is correctly assigned to the business user.
Environment
SAP S/4HANA Cloud Public Edition
Cause
This is standard system design. The cancellation billing document app is included in the app list, however it is not available as an initial app to consume.
Resolution
As a workaround, when using app VF02/VF03, via navigation a cancellation of billing document is possible. At that point of time, users will be navigated to the app Cancel Billing Documents.
