3308218 - Connection error happened between CPI and S/4HANA ABAP

Symptom

An outbound SOAP call from Cloud Integration to an S/4HANA system fails with a java.net.ConnectException: Connection refused. This occurs despite the source IP ranges from KBA 2418879 being correctly configured in the firewall rules.

The error log in the message monitor shows:

org.apache.cxf.interceptor.Fault: Could not send Message., cause: java.net.ConnectException: error 111 - Connection refused (Connection refused)
