3308272 - SWPM couldn't start up with the error "Unable to determine parameter fully qualified host name".

Symptom

After running sapinst with the file SAPINST_STACK_XML=<stack configuration file> to start up SWPM in Linux SUSE for installing NetWeaver 750 or higher, the error happens as below: 

Unable to determine parameter "fully qualified host name". SAPRETURN: 0xfffffffffffffffe
Error in Selftest. Return code:3
Connecting to xxx failed.
You can use SAPINST_GUI_HOSTNAME to override the webserver hostname for the GUI.
