3308634 - Hiring Manager Activities not respecting target population - Onboarding

User is assigned to a Hiring Manager activity, but based on the permission target population, the user should not be seeing that activity.

Proxy as the user assigned to the activity, on Home page the Activity will be available, but when trying to find the candidate via dashboard it will not be present.

This is expected behavior, the assign to a new hire activity will overwrite the target population permission. Due to that the activity will be available on the home page, but it's not possible to find the candidate via dashboard.
