Symptom
In previous releases, attempting to publish a sourcing event with the UI or the Event Management API when login access was locked for the account of an invited supplier caused the following error:
Participant [supplier_name] is locked
Note that the supplier was not locked from the event; instead, the login access for the supplier's account was locked, either because there were too many failed login attempts or a supplier account manager had locked login access for the supplier's account.
If the supplier's account was locked because of too many failed login attempts, the account would be automatically unlocked after a timeout period and the problem eventually resolved with no user action.
