3308984 - Workflow step is being skipped, although No Approver Behavior field is set to Stop the Workflow

You have a workflow (EC) where you configured the No Approver Behavior field to Stop the Workflow and the Approver Type to Position Relationship, however the workflow step is skipped once you trigger the workflow.

1. Configure an EC workflow with No approval Behavior as Stop the Workflow and  Approver Type as Position Relationship
2. Make the required change to trigger the workflow
3. Notice the step is being skipped, albeit the workflow should be stopped based on the configuration

This is a known limitation by the system. For EC workflows (such as change job -> change position), even if the No Approval Behavior is set to "Stop the workflow", the workflow step is skipped if an approver cannot be resolved. 

Note: For MDF workflows (e.g. change position MDF object), the workflow can stop if "Stop the Workflow" is set and the approver cannot be found.
