3310458 - Workflow for supplier invoices error /IWBEP/CM_MGW_RT/022Not  authorized

You are trying to create a new workflow in the app Manage workflow for parked Invoice and when you save you receive a pop up with following error 

"/IWBEP/CM_MGW_RT/022Not  authorized for operation 'Add or Create' using the scenario 'Workflow for Parked Invoice as Complete' 

SAP S/4HANA Cloud

Please check if your user has the  catalog SAP_MM_BC_WRKFLW_CONFIG_PC  

Without this catalog you can see the app however you are not able to save the scenario
