3310458 - Workflow for supplier invoices error /IWBEP/CM_MGW_RT/022 Not authorized

When trying to create and save a new workflow in the app Manage workflows for Supplier Invoices, a pop up with following error is issued:

"/IWBEP/CM_MGW_RT/022 Not authorized for operation 'Add or Create' using the scenario 'Workflow for Parked Invoice as Complete' 

SAP S/4HANA Cloud Public Edition

Please check if the user has the catalog SAP_MM_BC_WRKFLW_CONFIG_PC.

Without this catalog the app is visible however it is not possible to save the scenario.
