3310495 - Create/cut/copy/paste/ block are greyed out in workflow scenario editor

Symptom

When trying to edit workflow scenario via create block, cut block , copy block, paste block in T-code SWDD_SCENARIO the options are not available (grey out) as shown in below picture:
