3310613 - Business Rule Does Not Launch Performance Forms for Terminated Employees

After configuring a business rule to launch performance forms for terminated employees, the forms do not launch.

1. Configure business rule to launch performance forms on termination event
2. Terminate employee
3. Performance form is not launched for the employee

Expected behavior

Business rules currently do not support the launch of performance forms for terminated employees (past, present, or future).
