3310659 - Synchronization Frequency field in Global Application Settings is null or resets to null

When updating the Synchronization Frequency in the Global Application Settings, the value is not saving or being reverted back to null.

Until b2111 (2H 2022), setting Synchronization Frequency in Global Application Setting was used to define the frequency of 
VleBackgroundJob execution. However from b2205 (1H 2022) release the job has been deprecated and the setting no longer
has any relevance. We currently have plans to remove this setting in the system in future releases.
