When changing an employee Hire Date through Hire Date Correction Tool, system throws the error: "Your target user (XXX) has an inactive related user (XXX) as of XXX. The related user provided in the record has the status Terminated, which means they are inactive. This record was not saved because there were errors in other records for XXX."

This error is thrown when there are inactive users present in employee's Job Relationship portlet.

Remove terminated users from Job Relationship Portlet or change the Job Relationships to active users.
