3312380 - SAP Cloud ALM Heartbeat job failing

Symptom

1.SAP Cloud ALM Heartbeat job fails with below log:

Job CALM Heartbeat XXXXXXXXXX YYYYYYYY started
Step 001 started (program /SDF/CALM_HEARTBEAT, variant AAAAAAAA, user ID BBBBBBBB)
OAuth access_token not found from Destination :XXXXXXXXX (HTTP/1.1 404 Not Found)
Job canceled after system exception ERROR_MESSAGE

2.In T-code:SM59 perform "Connection Test" for the SAP Cloud ALM destination,there is below error:
