Route Map: E->EM->User->E signature->Completion

1. Logging as admin, route any step to the completion using Route Form Tool. --> Make sure the login user is not in the route map in case of confusion. --> To check the signature in form

Expected Behavior: The signature should be `EMPLOYEE` by `LOGIN_USER`.

Audit trial comment: Approved and routed on behalf of `ORIGINAL_STEP_OWNER` by `LOGIN_USER`. Document completed.

2. Login as admin and then proxy to another user, route any step to the completion using Route Form tool. --> Make sure the login user and the proxy user are not in the route map in case of confusion. --> To check the signature in form

Expected Behavior: The signature should be `EMPLOYEE` by `LOGIN_USER` as a proxy for `PROXY_USER`
