3312838 - Emails not triggering for restarted candidates when on Manage Pending Hires - Onboarding

Candidate is currently on Manage Pending hire step, and the Onboarding process has to be restarted. Once the process is restarted, the candidate did not receive any email after the restart.

This is a system behavior. Once the Candidates reaches Manage Pending Hires, the emails won't be triggered if the Onboarding is restarted. Notice that the Onboarding should not be restarted when the Candidate is already in the Manage Pending Hires step.
