This KBA explains following issue: After upgrade to ST-OST SP11 (SAPK-20011INSTOST) you are missing Focused Build tiles or have errors in Focused Build tiles in Fiori Launchpad.
You can verify if this KBA is valid for you by opening the Launchpad Configuration Catalog “Focused Build” using transaction /UI2/FLPD_CONF. If it only contains 20 instead of the expected 29 tiles, this solution is valid.
