3313319 - CTE - Concur connection is failing with NIECONN_REFUSED

Symptom

The integration with Concur is experiencing issues, resulting in connection failures with the error messages NIECONN_REFUSED or NIEHOST_UNKNOWN.

An example of this error can be seen in the Check Connection feature of CTE_SETUP:

- 400 Error >>> Ping
- No data can be received from HTTP client http_communication_failure.
- No response from Concur system. Please try again later.
- 404 Connection Refused
- Failed to connect to www.concursolutions.com:443. Error: NIECONN_REFUSED(-10)

From the perspective of the ICM logs, the following errors are observed:

- WARNING: Failed to connect to www.concursolutions.com:443. Error: NIECONN_REFUSED(-10) {0002c55d} {root-id=8A38E92B3A951EEDA8F73B8DF2490639} [icxxconn.c 2715]

OR

- Direct connection to ********** failed: NIEHOST_UNKNOWN(-2) {*****} {root-id=********} [icxxconn.c 4216]
- INTERNAL *********, 000, SAPSYS, , time=13:42:00, W21, program=SAPMSSY8, high priority, memory=0, tasks=1, appl info=, tcode=
- role: Client, protocol: HTTP

Please note that the icxxconn.c module is related to the proxy functionality.
