3313319 - CTE_SETUP connection fails

The Concur Integration (ICS product) is experiencing issues resulting in connection failures with the error keywords NIECONN_REFUSED or NIEHOST_UNKNOWN.

The Test Connection in SM59 for the Concur RFC Destination also fails with the following error: ICM_HTTP_CONNECTION_FAILED.
