3313955 - Mass Change Operations not working for Change Documents

Symptom

When selecting the Change Document option in Mass Change Operations app, the following error message is displayed:
Sorry, but the requested resource is not available.
Please check the URL and try again.

Testing all other options the Mass Change Operations app is working fine.
