Candidates will disappear from the onboarding dashboard once we have restarted onboarding.

Reproducing the Issue
- Open the candidate in the onboarding dashboard
- From the actions tab , click on restart onboarding
Cause
"Enable Data Retention Management" switch was not enabled in provisioning.
Resolution
Turn On the "Enable Data Retention Management" switch from the provisioning.
