3315580 - OData service "MIG_MC_ODATA_SRV" is working correctly, but still Cannot Create Project

Symptom

In SAP S/4HANA on-premise system,  creating a project in the Fiori application "Migrate Your Data – Migration Cockpit" could result in the following error message being displayed on the screen of the application: 

"Cannot create project. Certain settings are required before projects can be created. For more information, see SAP Knowledge Base Article 3039598. "

Following KBA 3039598 to set the OData service "MIG_MC_ODATA_SRV" correctly may still result in encountering the same error.
