3315580 - OData service "MIG_MC_ODATA_SRV" is working correctly, but still Cannot Create Project

In an SAP S/4HANA on-premise system, when you try to create a project in the Fiori application "Migration Cockpit (new)", the following message could be displayed in the initial screen of the application:

"Cannot create project. Certain settings are required before projects can be created. For more information, see SAP Knowledge Base Article 3039598. "

And you follow the KBA 3039598 to set OData service "MIG_MC_ODATA_SRV" to work correctly, but still get the same error.
