3315614 - JCo 3.1 initialization failed with "java.lang.UnsatisfiedLinkError Can't find dependent libraries"

Symptom

While trying to integrate the JAVA web application (JCo client ) with the SAP backend system (ECC or S4/HANA) using JCo 3.1.* (The lasted version is 3.1.7).

The following error occurred during the test connection test.

java.lang.ExceptionInInitializerError: JCo initialization failed with java.lang.UnsatisfiedLinkError: D:\XXXXX\Apache\apache-tomcat-9.0.70\webapps\identityiq\WEB-INF\lib\sapjco3.dll: Can't find dependent libraries.
