Symptom
While looking for an inactive user in job relationships or in the manager field in job information, user does not appear, even if the effective date of the record is on a date where the employee was active.

Reproducing the Issue
In an Active Employee Profile:
- Go to Job Relationships portlet;
- Add new;
- When searching for an inactive user, Inactive employees are not shown in the drop down list, even if the Effective Date of the record reflects a date where the employee was active.
Cause
This is the designed system behavior. Inactive employees are not returned in User fields like manager-id or job relationships.
Resolution
For active users, inactive ones won't show in job relationships or job information, because you cannot select an inactive user as manager for a user. Only valid and active users are retrieved in User search, as they must be active to be assigned as a manager, regardless of the date.
Note: it is possible to assign an inactive user as job relationships via import if the record is started and ended in a period where the manager was active. If you try to assign an inactive manager without a following record with a valid manager after it, system will throw an error. If the period is only when the user was active, system will only throw a warning message.
