3316224 - How to enable/restrict users from creating a workflow within process governance module without defining a user group?

How do I enable/restrict users from creating a workflow within process governance module? I am aware that there is an option "Process Governance-->Organization Settings-->Workspace-->Restrict Process Creation" but I cannot define such a group and would like to have this option for individual users.

Workaround:

The only way to restrict the possibility to create new processes within process governance module is by defining a user group and add the users who have the permission to create a workflow, and then activate Keywords
