3316864 - SAP Invoice Management by Open Text - When applying 20.4 SP3 for add-on OTEXVIM 81610_106 there is a DDIC_ACTIVATION error

Symptom

In SAP Invoice Management by Open Text when upgrading to 20.4 SP3 or above you are stopped with a DDIC_ACTIVATION

The errors will be the same or similar to 

3 DDL sources cannot be activated :
/OPT/VAS4_DEASCIBE
/OPT/VAS4_DEAS_QUERY
/OPT/VAS4_I_DEAS
