3317824 - QM customizing for action box: error 00058 - 'Entry & does not exist in QPGR (check entry)' is raised for existing code group and code

While adding new action box activity via customizing, an error message is raised while entering the code group and code manually:

"Entry & does not exist in QPGR (check entry)
Message no. 00058

Diagnosis
Input values must be defined in Table QPGR. The value or values '&' are not specified in this table.

Procedure
Check whether the input is correct and correct if necessary."

With F4 search help, the entry can be added, without error:
