3318740 - ORA-00942 when executing splitter.sql of note 1043380

Symptom

SPLITTER installation fails, error like below:

The Error i am getting is as follows
SQL start splitter
Package created.
No errors.
Warning: Package Body created with compilation errors.
Errors for PACKAGE BODY TABLE_SPLITTER:
LINE/COL ERROR
-------- -----------------------------------------------------------------
724/6 PL/SQL: SQL Statement ignored
726/11 PL/SQL: ORA-00942: table or view does not exist
