3319033 - User status PL&P is active XXXXX in PR/PO creation

When creating either a Purchase Requestion or a Purchase Order which is already assigned to a WBS the following error message is raised “User X* PL&P is active (WBS XXXXXXXXX)”

*Where X Denotes the User ID.

• This is expected system behavior.
• Creating a Purchase Order assignment to a Work package is only possible after the project status is set to “In Execution”.
• Setting a project status to “In Execution” ensures that the work packages are ready and assigned to Billing items.
• There is no possibility to have the cost postings assigned to a work package which is not yet assigned to any billing item (even if it is only a commitment cost).

Change the status of the assigned  project.
