Symptom
- Processes are hanging, being in a runnable state while waiting for the diskmap lock held by an ALTER DATABASE to be released.
- Due to (many) reconnections attempts, ASE may report Error 1601: There are not enough 'user connections' available to start a new process

- HK WASH process seemed blocked.
- Unable to kill the spid and it is in runnable state.
- A spid is running 'alter database' and also in runnable state
