A system standstill or slowness situation is perceived, but no resource exhaustion is noticed (e.g. SAP KBA 2249530).

On the Dispatcher trace file (dev_disp), there are entries as (not exclusively and not limited to)

• Length of high/normal/low priority queue exceeds limit
• DpSendLoadInfo: queue <WP type> now with high load

but no snapshot is triggered, since the resources are fine.

A high load scenario can be identified by that.
