Symptom
When you execute a payload from third party tools such SOAP UI or POSTMAN, the tool throws the below error messages.

Where XYZ is the System ID and ABC is Tenant ID.

Reproducing the Issue
A Communication Arrangement Setup is in place for receiving Inbound messages from a Third party application or Tool.
When a payload is executed from an application or tool using Basic Authentication with the credentials of a Communication User (a user maintained in the Communication Arrangement), the error message mentioned above is displayed.
Cause
The Communication user is either User Locked or Password Locked.
Resolution
- Go to Application and User Management work center.
- Go to Support and Technical Users view.
- Search the Communication User and highlight.
- Select Unlock button.
Execute the payload again with the correct password.
