3320695 - MDG-BP/C/S Block/Delete Fields cannot be set as read only after setting as not relevant in change request type

You have configured a change request type for BP Block or Delete, and in the corresponding step of the change request type, you have set either the block or delete flag as not relevant. When you create a new change request with such change request type, you realize that the UI property of block or delete indicator does not respect the configuration in the change request step(Not relevant).
